The formation of the
Education Sector Computer Emergency Response Team (EduCERT) by the Pakistan
Education and Research Network (PERN) and the Higher Education Commission (HEC)
has been a significant measure in enhancing cybersecurity in the higher education
institution sector in Pakistan. The goal is to establish a special
cybersecurity platform where universities and higher education institutions can
enhance their cyber preparedness, exchange information on new threats and
coordinate their response to cybersecurity incidents.
Its development is coinciding with universities becoming more reliant on digital infrastructure for teaching, research, student services, financial infrastructure and communication, and the storage of sensitive information. In tandem with the rising digitization of higher education, the demand for organized cybersecurity readiness is also growing. One of the important results of the collaboration is the formation of the Edu Sector Computer Emergency Response Team (ERN/HEC). This will provide universities and higher education institutions with their own channel to report on cyber threats and enhance the cybersecurity of their institutions.
Dr. Zia Ul Haq, Executive Director HEC and Dr. Mehreen Afzal, Director Governance, GRC, National CERT inked the Memorandum of Understanding (MoU). Chairman HEC Prof. Dr. Niaz, Adv IT Nazeer Hussain, Naeem Ahmed Director IT, Chairman Dr. Haider Abbas and National CERT Director participated in the signing ceremony and other senior officials from both organizations were present. The scheme will enable EduCERT to provide assistance for various cybersecurity initiatives in the higher education community. These encompass: cyber threat monitoring, incident coordination, information sharing, security awareness and institutional cyber resilience. The aim is to give universities greater capacity to detect, report and respond to acts of cyber security and better communication and coordination between universities and the appropriate national cybersecurity entities.
The initiative may also
result in an increased awareness of students, faculty, researchers and
administration. In addition to the technical aspects of Cybersecurity, the
importance of everyday practices like password security, phishing awareness,
and the responsible use of digital platforms and protection of the
institutional data cannot be overlooked when it comes to minimizing Cyber
risks.
As a part of this campaign,
the Islamabad Center for Education and Peace also emphasize on the need to have
awareness about cyber and incorporate it in the modern education and the ways
of being a responsible digital citizen. Educational institutions can contribute
to a broader mission by educating students to not just be academically and professionally
ready, but ready to understand and operate in a digital world safely and
responsibly.
The creation of EduCERT can also motivate the universities to strengthen their internal cybersecurity policy, enhance cooperation with other universities and strengthen the system of reporting incidents. Sharing information can be especially beneficial since an attack on one institution can alert other institutions in the same digital ecosystem of a potential attack. A coordinated effort also can shift the paradigm from a reactive to a more proactive model for the higher education institution in cybersecurity using monitoring, preparedness, awareness and resilience. The journey of digitalization in Pakistan's Higher Education Sector is an ongoing process, and safeguarding academic networks, research data, personal information, and institutional systems will continue to be a crucial aspect of the transformation. The EduCERT framework is a way to make universities and national cybersecurity stakeholders closer together in reaching this goal.
The provision of effective
implementation, institutional participation, ongoing awareness and coordination
on time will be important to the success of the initiative. Improving these
aspects will help in establishing a safer, coordinated, and more resilient
cybersecurity environment in Pakistan's higher education system, which EduCERT
can play a role in strengthening and enhancing.
